At the end of the twentieth century, academics and policymakers welcomed a trend toward fiscal and political decentralization as part of a potential solution for slow economic growth and poor performance by insulated, unaccountable governments. For the last two decades, researchers have been trying to answer a series of vexing questions about the political economy of multi-layered governance. Much of the best recent research on decentralization has come from close collaborations between university researchers and international aid institutions. As the volume and quality of this collaborative research have increased in recent decades, the time has come to review the lessons from this literature and apply them to debates about future programming. In this volume, the contributors place this research in the broader history of engagement between aid institutions and academics, particularly in the area of decentralized governance, and outline the challenges and opportunities to link evidence

Taking these interventions as a starting point, Anthony King examines the transformation of military command in the twenty-first century. Focusing on the army division, King argues that a phenomenon of collective command is developing. In the twentieth century, generals typically directed and led operations personally, monopolising decision-making. They commanded individualistically, even heroically. As operations have expanded in range and scope, decision-making has multiplied and diversified. As a result command is becoming increasingly professionalised and collaborative. Through interviews with many leading generals and vivid ethnographic analysis of divisional headquarters, this book provides a unique insight into the transformation of command in western armies.

The site of medieval Euchaïta, on the northern edge of the central Anatolian plateau, was the centre of the cult of St Theodore Tiro ('the Recruit'). Unlike most excavated or surveyed urban centres of the Byzantine period, Euchaïta was never a major metropolis, cultural centre or extensive urban site, although it had a military function from the seventh to ninth centuries. Its significance lies precisely in the fact that as a small provincial town, something of a backwater, it was probably more typical of the 'average' provincial Anatolian urban settlement, yet almost nothing is known about such sites. This volume represents the results of a collaborative project that integrates archaeological survey work with other disciplines in a unified approach to the region both to enhance understanding of the history of Byzantine provincial society and to illustrate the application of innovative approaches to field survey.

John, Lord Hervey (1696–1743), the confidant of Queen Caroline and antagonist of Alexander Pope, was a government minister, a political pamphleteer and a poet. In his verse writings, collected together for the first time in this edition, he savagely attacks his opponents, including the King and his ministers, as well as Pope, but he also expresses his deepest personal feelings. Hervey was married, with eight children, and his verse conveys his affection for his wife and family members, but his strongest commitment was to his lover, Stephen Fox.
