Proportionality is a German, and thus continental European, concept in public law that is applied by both the Court of Justice of the European Union (CJEU) and the European Court of Human Rights (ECtHR). Candlestick technical analysis is an old trading technique that tracks the short-term price movements by employing the relationship between open, high, low, and close prices. The purpose of this thesis is to examine the predictive power of candlestick trading strategies by using the Taiwan 151 component stocks daily data for the period from 2 January 1992 to 31 December 2009. The main contribution of this thesis is using a fourprice- level approach to categorize the single-line patterns constructed by candlestick charting in a systematical manner. The approach adopted in this thesis permits us to release for the limitation of recognition in a manner not previously possible. Moreover, we not only consider transaction costs and risk but also mitigate data-snooping problems conscientiously by several appropriate methods, including the bootstrap methodology and sub-sample and out-of-sample tests. 在2001年，國際勞工組織所公佈之ILO/OSH：2001職業安全衛生管理系統指引(Guidelines on Occupational Safety and Health Management Systems)，我國亦引進及推動組織內部建 構職業安全衛生管理系統。ILO/OSH：2001職業安全衛生管理系統指引係由國際勞工組織製定，其根據是國際上認可且由國際勞工組織三方代表確定的原則。這種三方性的工作方法為各類組織建立持續發展的安全文化奠定了堅實、靈活和合理的基礎。另外，我國行政院勞工委員會創新以「聯集」概念，整併國際勞工組織ILO-OSH:2001與國際驗證機構OHSAS 18001:2007二套制度之要項與優點，發布適合本國國情之「台灣職業安全衛生管理系統（Taiwan Occupational Safety and Health Management Systems, TOSHMS）」指引，並反應了我國在保護勞工安全衛生方面的價值觀和手段。「台灣職業安全衛生管理系統（Taiwan Occupational Safety and Health Management Systems, TOSHMS）」指引可以供我國所有從事職業安全衛生管理人員使用。指引沒有法律約束力，也沒有取代我國的法令、規章或標準。本系統建立目標係為防止意外事故發生及減少因意外事故造成時間、生命、財產等損失。ILO/OSH：2001／TOSHMS能應用於任可商業、組織或產業來管理其工作場所的安全衛生風險。此計畫已完成訂定符合ILO-OSH 2001/ TOSHMS與OHSAS 18001：2007職業安全衛生管理系統一階與二階程序、規範與表單，並放置於網站(http://www.iosh.gov.tw/)提供事業單位下載，期望協助企業建立相容且滿足兩標準要求文件，並符合安全衛生管理系統的要求。

「公民地理資訊」研究課題，是上世紀末以來地理資訊科學界對於社會實踐的主要回應之一。受惠於公民意識的覺醒、網際網路的發展，以及空間定位工具的革新，公民地理資訊對社會的影響力不僅加深而且加速，成為形塑社會的新興力量。本書共分六章，第一章從整體性的觀點，說明公民地理資訊的意義與內涵，其餘各章分別論述組成公民地理資訊的各個新興研究課題，包括公眾參與地理資訊系統（public participation geographic information systems，PPGIS）、對抗性地圖（counter mapping）、自發性地理資訊（volunteered geographic information，VGI）、地理公民科學（geographical citizen science），以及這些課題所形成之地理媒體（geomedia）效應對社會的影響。總結來說，這些研究課題均擁有一個共同的理念，即如何讓一般民眾重新取回地理資訊的生產權力，並藉由這種由下而上的公民地理資訊落實公民社會的理想。

民國94年公佈「CNS 14965高空工作車」之中華民國標準，對於其檢查項目已經作了詳細的規定，但是對於如何實施檢驗，尚未建立安全檢驗制度，所以進行本研究計畫。本研究參考的高空工作車的相關法規與標準包括有中華民國國家標準CNS 14965高 空工作車、國際標準組織ISO16368:2003、美國國家標準ANSI A92.5-2006、英國標準BS/EN 280:2001、日本高空作業車構造規格等。 因為各國法規都有其優點與不足之處，有些項目規定的比較詳盡，並附有計算公式與判定基準，但是有些項目則僅作概略介紹，本研究經過整理後建立「高空作業車強度及安全性能驗證技術草案」。本研究也參考了ISO/IEC guide 65 General requirements for bodies operating product certification systems，期能建立與世界同步之驗證系統。本研究也提供下列資料給國內相關機構或廠商參考。1. 「高空工作車強度及安全性能驗證標準草案」。2. 「特定自主檢查手冊 — 高空工作車」。3. 「高空工作車指針」

The digital divide and the inequalities of the availability and deployment of Information and Communication Technologies (ICTs) between developed and developing countries have long been a source of concern. Global institutions such as the United Nations, the International Telecommunications Union (ITU) and the World Bank, as well as regional and national level agencies, have set up task forces to investigate how ICTs can be enacted most effectively in developing countries. How this shared vision should be put into practice is a complex undertaking, but it is already taking place.
