The origins of modern Daoism can be traced to the Church of the Heavenly Master (Tianshidao), reputedly established by the formidable Zhang Daoling. Proportionality is a German, and thus continental European, concept in public law that is applied by both the Court of Justice of the European Union (CJEU) and the European Court of Human Rights (ECtHR). The principle specifies that measures adopted by executive authorities should not exceed the limits of what is appropriate and necessary in order to achieve legitimate objectives in the interest of the public. Using a functional comparative approach, this book evaluates the extent to which proportionality has been integrated into the English and Hong Kong judicial systems by comparing case law in these courts with that of the CJEU and the ECtHR. 在2001年，國際勞工組織所公佈之ILO/OSH：2001職業安全衛生管理系統指引(Guidelines on Occupational Safety and Health Management Systems)，我國亦引進及推動組織內部建 構職業安全衛生管理系統。ILO/OSH：2001職業安全衛生管理系統指引係由國際勞工組織製定，其根據是國際上認可且由國際勞工組織三方代表確定的原則。這種三方性的工作方法為各類組織建立持續發展的安全文化奠定了堅實、靈活和合理的基礎。另外，我國行政院勞工委員會創新以「聯集」概念，整併國際勞工組織ILO-OSH:2001與國際驗證機構OHSAS 18001:2007二套制度之要項與優點，發布適合本國國情之「台灣職業安全衛生管理系統（Taiwan Occupational Safety and Health Management Systems, TOSHMS）」指引，並反應了我國在保護勞工安全衛生方面的價值觀和手段。「台灣職業安全衛生管理系統（Taiwan Occupational Safety and Health Management Systems, TOSHMS）」指引可以供我國所有從事職業安全衛生管理人員使用。指引沒有法律約束力，也沒有取代我國的法令、規章或標準。本系統建立目標係為防止意外事故發生及減少因意外事故造成時間、生命、財產等損失。ILO/OSH：2001／TOSHMS能應用於任可商業、組織或產業來管理其工作場所的安全衛生風險。此計畫已完成訂定符合ILO-OSH 2001/ TOSHMS與OHSAS 18001：2007職業安全衛生管理系統一階與二階程序、規範與表單，並放置於網站(http://www.iosh.gov.tw/)提供事業單位下載，期望協助企業建立相容且滿足兩標準要求文件，並符合安全衛生管理系統的要求。
