FCI (Factors Chain International；國際應收帳款承購商聯盟)是目前國際上最重要的應收帳款承購業務同業組織，其宗旨在於促進International Factoring交易量的增長、推廣GRIF (General Rules for International Factoring；國際應收帳款承購統一規則)的使用以及思索所有與Factoring業務及Factoring產業相關之問題。其同時致力推廣雙承購商架構 (Two-Factor System) 的International Factoring，並以GRIF為維繫FCI雙承購商架構運作的主軸之一。2002年FCI正式啟用GRIF以取代使用多年的IFC (Code of International Factoring Customs)，做為會員間從事Two-Factor International Factoring業務的準則，唯自2002年至2012年間，GRIF版本歷經修正，原台灣金融研訓院「國際應收帳款承購統一規則」初版譯本已不符業界參考使用，鑑此，特邀集業界先進進行新版GRIF翻譯暨註釋工作，並歷經多方討論、審校，終有與時俱進及更具參考價值的新譯本問世。相信本書之出版對國內銀行業者，特別是FCI會員銀行的從業人員，在對FCI GRIF與factoring的理解及實務操作上，俾有極大助益，同時亦為相關產業、學界及欲深入瞭解factoring業務規則之人士極佳參考工具書。
