本研究主要目的為精進「海氣象及應變即時系統」之風力示警功能，提出各港告警燈號門檻值之建議。因此，本研究首先綜整港區目前相關實務管理要點及文獻，並調查瞭解各商港對風力示警燈號設定門檻值之需求與建議，據以建提出商港海氣象風力預警機制之建議。本研究蒐集國內預警燈號訂定原則、商港進出港管制標準、港區風力管制相關實務作業管理要點等文獻，進行回顧與研析。接著再以專家問卷調查，蒐集熟稔或實際負責港區海氣象條件管制之最終使用者(end user)對商港風力示警燈號條件之意見。本研究紅色燈號門檻值(行動值)之依據建議應為相關實務管理作業要點規定進行強制或封閉管制之基準，並考量各港風力歷史統計數據，及各港之差異(問卷調查結果)，進而因地制宜。成果效益及應用情形：1. 商港海氣象風力資料預警機制可提供港務公司、海事人員等各界應用，讓相關人員能夠迅速掌握商港風力監測資訊之變化與告警，以做為決策支援，提升港埠營運效率與船舶航行安全。2. 後續可做為精進港灣環境資訊網、海氣象及應變即時系統於設定風力預警燈號之應用參據，強化港務管理及災防應變效率。
