鑑於近年研究指出女性與男性犯罪人存在犯罪之原因、型態與路徑之迥異，以及生理及心理、行為與創傷之不同，刑事司法體系亦無法針對女性之權益與特殊需求適切挹注資源與專業處遇，國際專家學者Bloom、Owen與Covington（2003）等因此倡議性別回應矯正策略與服務（Gender-Responsive Strategy/Service for Female of Fenders），以關注女性在刑事司法體系中的特殊需求、脆弱性和權益。聯合國復於2010年通過曼谷規則，特別強調了基於數據和證據的研究、性別平等與婦女權利相關的培訓和能力建設。後續聯合國於2012年通過刑事司法體系中法律援助取得途徑的原則與準則（Principles and Guidelines on Access to Legal Aid in Criminal Justice Systems）及2014年通過女性與監禁手冊（Handbook on Women and Imprisonment），以強化女性收容人之各項權益。作者長期關注國際犯罪矯治趨勢與發展，已執行多年相關受刑人犯罪行為與處遇需求之性別差異研究計畫與國際期刊發表，本書的撰寫，希冀提升女性受刑人及出監後之矯治處遇服務品質，以減少其再犯，並供犯罪矯正機構同仁及刑事司法與犯罪防治相關機構人員、博碩研究生及致力於改善女性受刑人權益之人士參考。
