Progressive Development

This volume traces the development of the central highlands, one of Peru's major mining regions. It draws on extensive fieldwork carried out in Peru between 1970 and 1982, spanning a reforming military government, reaction and a return to civilian politics under Belaunde. Through historical material combined with field studies of villages and of the major town of the region, Huancayo, the book examines the economic and cultural processes underlying the 'progressive' reputation of the region in Peru and in the literature on development. Since the major enterprise of the region, the Cerro de Pasco Mining Corporation, was, until the 1970s, foreign owned, a persisting theme is the type of economic growth associated with and the distortions produced by, foreign capitalist economic enclaves on predominantly peasant economies. The political consequences are examined, showing the weakness of regional interest groups and the failure of contemporary regional development policies.

The Racketeer's Progress explores the contested and contingent origins of the modern American economy by examining the violent resistance to its development. It explains how carpenters, teamsters, barbers, musicians and others organised to thwart ambitious national corporations. Unions and associations governed commerce through pickets, assaults and bombings. Scholars often ignore this defiance, painting modernisation as a consensual process and presenting craftsmen as reactionary, corrupt and criminal. This is ironic, for the tradesmen's reputation derives from their successful struggle to control modernisation and the emerging consumer economy. Their resistance redirected American law. At the same time the efforts of philanthropists and the State led to legal curbs on the kinds of jobs children could perform and the minimum age at which they could commence them. The author concludes that the century after 1780 saw a progressive lengthening of childhood as a stage of life, and that by 1890 children had been recognised as 'special cases' in need of protective legislation. However, for the poorest and most disadvantaged families life remained a struggle, and children continued to pick up a living where they could.

She goes on to claim that sectarianism dominated women's philanthropic activity, and also analyses the work of women in areas of moral concern, such as prostitution and prison work. The book concludes that the most progressive developments in the care of the poor were brought about by non-conformist women, and a number of women involved in reformist organisations were later to become pioneers in the cause of suffrage. This study makes an important contribution both to Irish history and to our knowledge of women's lives and experiences in the nineteenth century.
