The National Research Council here gives its evaluation of the congressionally-mandated science program to be administered by the National Aeronautics and Space Administration. The council reviewed the various programs, particularly teacher training and after-school math and science classes. Findings indicate that the programs are not being well implemented, due to underfunding, congressional earmarking and lack of systematic tracking of results. They recommend better record keeping and an increased partnership between NASA and educators. They also commend NASA for their efforts despite bureaucratic obstacles.
