Writing primarily for western university audiences, Wong (former director of the Chinese Law Program at the Chinese U. of Hong Kong) presents a textbook intended for use in a course introducing Chinese policing or comparative policing in China and the United States. He begins with a discussion of the challenges of researching Chinese policing, followed by a discussion of the origins and early development of the idea of policing in China. He then examines the legacy of communist policing, prior to providing chapters on the history, philosophy, and organization of police education in contemporary China; issues concerning the lack of the rule of law and constitutionalism; and the philosophy, direction, policy, process, and implications of police reform from 1979 to 1999.
