This book explores the theory behind each phase of the Children First initiative, a program of educational reforms in New York City's public schools begun under the administration of Mayor Michael Bloomberg and School Chancellor Joel Klein. The contributors examine the tensions and tradeoffs that played out as these reforms were implemented between 2003 and 2010. Material is grouped in sections on governance and management, teaching and learning, high school reform, student outcomes, and themes and community. The chapters here are revised and edited versions of commissioned papers presented at a November 2010 conference of the New York City Education Reform Retrospective.
