This report assesses the relevance and effectiveness of ten years of support from World Bank organizations for public sector capacity building by examining conditions in Benin, Ethiopia, Ghana, Malawi, Mali and Mozambique. It finds that recent changes in how the World Bank approaches issues has made its contributions more relevant, but that most capacity support remains fragmented, sector-specific building approaches need strengthening, tools and instruments could be used more efficiently and fully, and that quality assurance is inadequate. It recommends the Bank strengthen its knowledge base and simplify its framework, that sector and thematic leadership should develop sector-specific guidance on diagnosing needs and means, that Country Assistance Strategies be more effective, and that the Bank reassess its role in capacity building.
