This volume is based on a work published in Spanish, La Europe de los Derechos; El Convenio Europeo de Derechos Humanos; the first edition appeared in 2005, and the second, in 2009. Editors Garci Roca (constitutional law, Complutense U., Spain) and Santolaya (constitutional law, U. of Alcala, Spain) undertook preparation of an English edition in order to reach and serve readers from any of the Member States of the Council of Europe, and even those in Latin America and Africa. This volume is not simply a translation, as the original was heavily referenced to Spanish case law; rather, it has been prepared with the broader audience in mind. J. Garcia Roca, Professor of Constitutional Law at the University Complutense (Madrid), has directed three R&D projects on the ECHR and written a monograph on the margin of national appreciation. He is a member of the Executive Committee of the International Association of Constitutional Law.Pablo Santolaya, Professor of Constitutional Law at the University of Alcala, Vice-President of the Association of Constitutionalists from Spain and Member of the Central Electoral Commission. He works occasionally as a Consultant for United Nations, the Council of Europe and the Organization of American States.
