Network Neutrality and Open Access

The 12 papers comprise the proceedings of the Second International Symposium on Communications Regulation, held in Karlsruhe, Germany during November 2010. Lawyers, economists, and computer scientists from academia and commerce discuss different regulatory approaches and their consequences for innovation and investment in the communications business. Considering first network neutrality then open access, they examine such topics as disparate legal frameworks of net neutrality in the US and Europe, an experimental evaluation of whether transparency regulation works, the intended consequence of price regulation in telecommunications, open access and access regulation in increasingly regionalized telecommunication markets, and European sector regulation and investment incentives.
