It is generally accepted that the Espionage and Sedition Acts that were passed during WWI in the United States were so vaguely worded that they caused a real curtailment of the constitutional freedom of speech. Given that they allowed for anonymous accusations of disloyalty, it can be expected that the acts would alsobe used by private individuals to play out a grudge or even to unscrupulously profit. But this aspect has been little explored, until now. Donalson (history, Community College of Denver) describes a number of such cases, preserved in microfilm files of the National Civil Liberties Bureau (NCLB), and finds that roughly eight percent fall into this category.
