One might think that, given the generally peaceful nature of recent change in the Baltic Sea region, the states of the area would have evolved into some form of a security community rather than following the national security strategies that have actually emerged since the fall of the Soviet Union. Investigating this conundrum, Moller (Tampere Peace Research Institute, U. of Tampere, Finland) argues that security policy in Latvia, Lithuania, and Estonia were constructed by the country's policy-makers as linked to the larger project of national state-building, thus constraining the likelihood of the emergence of a security community. This fundamental insight underlies the ensuing discussion of security views expressed in Baltic national security documents, Baltic views of Russia, US policy towards the region (particularly its wish to incorporate the Baltic states into the North Atlantic Treaty Organization), and Baltic strategies towards NATO.
