Using the 2003 World Summit on the Information Society as a case study, Raboy (communication studies, McGill U., Canada) and Landry (a graduate student and research assistant in the communication policy research laboratory at U. de Montreal, Canada) analyze the participation of non-governmental actors on the development of public policy at the supranational level. They describe the context in which the Summit emerged and examine the organization and structure of the summit in terms of the participation of civil society. They argue that the Summit represents part of a larger trend towards the restructuring of global governance in which the alternative discourses of civil society allow the evaluation of the weaknesses and biases of official discourse.
