Inspired by the pioneering work of Nicholas Hobbs of Vanderbilt University, the contributors of these 16 articles review methods used in the US and the UK to identify those requiring special education resources. Based on those presented at a symposium held the University of Cambridge in June 2004, these articles consider costs, isolation of students from the general classroom, and the effects of questionable assessments and cultural bias. Contributors compare special education approaches across nations, take a supply-side approach in a resource-based classification system, describe implications for human and civil rights in terms of stigma and stereotypes, examine the concept of entitlement, and analyze the state of pupils in the educational margins in shifting categories and frameworks.
