In this study of center-periphery relations in the new Russian Federation, Crosston (Clemson U., South Carolina) presents three case studies focusing on political legitimacy, efficacy, and stability in three regions. Based on significant differences he found between the transitioning states of Lipetsk Oblast, the Republic of Tatarstan and Sverdlovsk Oblast, the author concludes that ethnic and economic factors do not alone determine the success of bilateral relations and democratization. Bilateral treaties are cited as another key factor. Appendices include such treaties by type of region, a chronology of bilateral treaties, annulled autonomy treaties, and donor regions (1993-2001).
