Robinson examines the exercise of power in adult education during the 19th and early 20th centuries, a period of accelerating political demands by the working class and the promise of a new beginning heralded by the 1919 Final Report of the Adult Education Committee of the Ministry of Reconstruction. To augment the many studies of adult education in urban areas, he focuses on Surrey using data that has not been revealed previously but that reinforces and qualities conclusions drawn from other studies.
