The EU Maritime Safety Policy and International Law

Ringbom (Head of Sector for Environment Protection, Liability and Compensation at the European Maritime Safety Agency) conducts an analysis of European Union maritime safety legislation from the perspective of international law, paying particular attention to EU legislation's relationship to the jurisdictional regime laid down in the international law of the sea and the closely related technical standards developed by the International Maritime Organization. He attempts a holistic treatment of the totality of adopted substantive maritime safety legislation in terms of its compatibility with international law, but in order to compensate for the lack of detail this approach necessitates, includes more detailed reviews of individual European measures deemed to be particularly problematic or interesting from the point of view of international law, particularly in reference to port state measures and discharge standards. Dr Henrik Ringbom is currently Head of Sector for Environment Protection, Liability and Compensation at the European Maritime Safety Agency in Lisbon, Portugal. Between 1997 and 2003 he worked in the Maritime Safety Unit of the European Commission in Brussels, Belgium, whereafter he spent four years as Research Fellow at the Scandinavian Institute of Maritime Law, Oslo, Norway.
