An estimated 1.2 billion people live in countries affected by conflict or fragility. Poverty in these settings is usually extreme, and it is a major challenge for people to regain their livelihoods. Governments and international actors seek ways to enable socioeconomic recovery, partly out of concern that stagnating development may reignite conflict.
This book enhances our understanding of socioeconomic recovery. It develops a social perspective on socio-economic recovery in crisis-affected or fragile settings. It views socio-economic processes as embedded in people's strategies to rebuild their lives and livelihoods, institutional change and aid interventions.
The book's coverage of field-based research captures complex unfolding realities on the ground, providing a rich and unique vantage point from which to reflect on the impact of recovery policies. Part one of the book presents case studies providing windows into the strategies people employ to seek their way out of poverty and how they adapt and socially negotiate the changing social, economic and political institutions. Part two looks at how people and communities seek order and security in emerging or changing institutions, from the community level up to the engagement of actors in the formation and reshaping of state institutions. Part three brings out how international policies seek to address the wicked problems often affecting fragile settings. Case studies range from changing policy paradigms to programmes of community-based recovery.
