This book consists of the Southern African Development Community's (SADC) Protocol on Gender and Development Barometer, reporting on progress related to the protocol, a subregional instrument that brings together existing African and global commitments to gender-equality and enhances this through a legally binding protocol. It uses the SADC Gender and Development Index, consisting of 36 indicators, and the Citizen Score Card, which scores governments on 40 key provisions of the protocol, to assess the region's performance in achieving an equal society, in the areas of constitutional and legal rights; gender and governance; education and training; productive resources and employment and economic empowerment; gender-based violence; sexual and reproductive health and rights, HIV, and AIDS; peace building and conflict resolution; media, information, and communication; gender, climate change, and sustainable development; and implementation of the protocol.
