一門給所有流域公民的水文素養必修課──從淡水河的歷史，開啟與水共生的未來★經濟部水利署水利規劃分署 X 春山 合作出版★沿著淡水河的「水之道」，是臺北城數百年的歷史，也是島都不同人群形塑淡水河的故事。翻轉工程與災害觀點，跨越歷史與科學對話，潛入時間之河叩問當代水議題。淡水河，匯聚基隆河、新店溪、大漢溪三大支流，並與海潮交會於臺北盆地。《島都之河》提出新穎的觀點，說明相較於臺灣其他河川，「擺盪」並不是它的關鍵字，「匯流」才是。這條豐沛而穩定的大河造就了臺北，從農業聚落成為首善之都。然而，河流的利與害是一體兩面，讓自然氾淹成為洪水災害的，正是人們對淡水河日益加深的依賴。作為臺灣唯一一條緊臨都會區的「城市之河」，淡水河宛如東亞最前沿治水觀念與技術的試驗場，也擁有最活躍的民間動能。從日治初期到一九八〇年代，技術專家與民間人士不斷為這條大河構思它該走的路，築堤、浚渫、建壩、改道或疏洪，每一個方案都是歷史上多股知識交會累積的成果。何為「最佳」方案，從來不是純粹的技術問題，而是被那個時代的臺北地位深刻左右。 弔詭的是，隨著防洪工程的進展，淡水河逐漸被阻隔於城市邊緣，我們幾乎遺忘了親水文化及應對洪水的地方知識，也很少探究臺北滴水不進的治理思維從何而來。如今，在氣候變遷的衝擊下，挖掘藏於歷史中的水文化，逐漸成為因應水危機的重要調適策略。為此，本書從上述面向檢視不同背景、立場人群如何認識、利用、治理淡水河，邀請所有流域公民及水利人一同尋找與淡水河的連結，並從中探尋與水共存的智慧。 全書分成五部：第一部「河流的個性」上溯十七、十八世紀，透過旅人遊記與河道變遷之謎，揭示淡水河三條支流的迥異性格與匯流的能動性。第二部「河流的豐饒」描繪清末到日治時期，河畔居民豐富多樣的用水方式，包括農業灌溉、動力水車、公共給水、築港航運等，呈現淡水河的水之「利」如何將臺北蛻變為城，將臺灣連接世界。第三部「河流的明暗」則深入水之「害」的一面，即洪災的社會建構，以及隨之產生的調適手段與地方知識。第四部「島都馭河術」與第五部「蛻變中的大河」聚焦日治到一九八〇年代，政府、市民、水利專家等各方的防洪思維與規劃，探究城市地位的變化如何影響河流的治理。 「匯流」既是淡水河的特色，也是本書的核心觀點與方法，強調河流與城市、自然與社會的相互形塑，以及跨領域知識的交會。本書既不是歌頌偉大工程的水利建設史，亦不是控訴環境破壞的河流
