The Making of Global International Relations ― Origins and Evolution of Ir at Its Centenary
90 折
出版日:2019/04/30 作者:Amitav Acharya  出版社:Cambridge Univ Pr  裝訂:平裝
This book presents a challenge to the discipline of international relations (IR) to rethink itself, in the light of both its own modern origins, and the two centuries of world history that have shaped it. By tracking the development of thinking about IR, and the practice of world politics, this book shows how they relate to each other across five time periods from nineteenth-century colonialism, through two world wars, the Cold War and decolonization, to twenty-first-century globalization. It gives equal weight to both the neglected voices and histories of the Global South, and the traditionally dominant perspectives of the West, showing how they have moved from nearly complete separation to the beginnings of significant integration. The authors argue that IR needs to continue this globalizing movement if it is to cope with the rapidly emerging post-Western world order, with its more diffuse distribution of wealth, power and cultural authority.

For a long time, international relations scholars have adopted a narrow view of what is global order, who are its makers and managers, and what means they employ to realize their goals. Amitav Acharya argues that the nature and scope of agency in the global order - who creates it and how - needs to be redefined and broadened. Order is built not by material power alone, but also by ideas and norms. While the West designed the post-war order, the non-Western countries were not passive. They contested and redefined Western ideas and norms, and contributed new ones of their own making. This book examines such acts of agency, especially the redefinitions of sovereignty and security, shaping contemporary world politics. With the decline of Western dominance, ideas and agency from the Rest may make it possible to imagine and build a truly global order.

Social unrest, political polarization, and the rise of other great powers--especially China--threaten to unravel today's Western-led world order. Many fear this would lead to global chaos. But the West has never had a monopoly on order. Surveying five thousand years of global history, political scientist Amitav Acharya reveals that world order--the political architecture enabling cooperation and peace among nations--existed long before the rise of the West. The system of international cooperation built after World War II around the UN is facing unprecedented challenges. Globalization has magnified the impact of security threats, human rights abuses, mass atrocities, climate change, refugee, trade and financial flows, pandemics and cyberspace traffic. No single nation, however powerful, can solve them on its own. International cooperation is necessary, yet difficult to build and sustain. Rising powers such as China, India, and Brazil seek greater leadership in international institutions, whose authority and legitimacy are also challenged by a growing number of civil society networks, private entities, and other non-state actors. Against this backdrop, what is the future of global governance? Regional institutions are an increasingly prominent feature of world politics. Their characteristics and performance vary widely: some are highly legalistic and bureaucratic, while others are informal and flexible. They also differ in terms of inclusiveness, decision-making rules and commitment to the non-interference principle. This is the first book to offer a conceptual framework for comparing the design and effectiveness of regional international institutions, including the EU, NATO, ASEAN, OAS, AU and the Arab League. The case studies, by a group of leading scholars of regional institutions, offer a rigorous, historically informed analysis of the differences and similarities in institutions across Europe, Latin America, Asia, Middle East and Africa. The chapters provide a more theoretically and empirically diverse analysis of the design and efficacy of regional institutions than heretofore available.
