For decades, expert bureaucrats have been moving regularly across borders, from their home institutions to international organizations, and forging collaborative networks with peers. Analyzing over twenty years of environmental and nuclear technology projects data for 150 countries, this book provides a comprehensive study of international cooperation among elite bureaucrats in developing states. An empirical study that will interest researchers, undergraduate, and graduate students of political and social sciences, this is the first book to explain the causes of transnational cooperation in the Global South and find a link between domestic level of skills and international cooperation. The author methodically illustrates how state experts with high skills can reap the benefits of international technical cooperation. In contrast, bureaucrats with low skills cannot forge stable collaborative ties with foreign peers and gain little from participating in these transgovernmental networks.

Learn about an information-theoretic approach to managing interference in future generation wireless networks. Focusing on cooperative schemes motivated by Coordinated Multi-Point (CoMP) technology, the book develops a robust theoretical framework for interference management that uses recent advancements in backhaul design, and practical pre-coding schemes based on local cooperation, to deliver the increased speed and reliability promised by interference alignment. Gain insight into how simple, zero-forcing pre-coding schemes are optimal in locally connected interference networks, and discover how significant rate gains can be obtained by making cell association decisions and allocating backhaul resources based on centralized (cloud) processing and knowledge of network topology. Providing a link between information-theoretic analyses and interference management schemes that are easy to implement, this is an invaluable resource for researchers, graduate students and practicing engineers

Rather than viewing the history of American capitalism as the unassailable ascent of large-scale corporations and free competition, American Fair Trade argues that trade associations of independent proprietors lobbied and litigated to reshape competition policy to their benefit. At the turn of the twentieth century, this widespread fair trade movement borrowed from progressive law and economics, demonstrating a persistent concern with market fairness - not only fair prices for consumers but also fair competition among businesses. Proponents of fair trade collaborated with regulators to create codes of fair competition and influenced the administrative state's public-private approach to market regulation. New Deal partnerships in planning borrowed from those efforts to manage competitive markets, yet ultimately discredited the fair trade model by mandating economy-wide trade rules that sharply reduced competition. Laura Phillips Sawyer analyzes how these efforts to reconcile the America

In this book, Cavan W. Concannon explores the growth and development of Christianity in the second century. He focuses on Dionysios of Corinth, an early Christian bishop who worked to build a network of churches along trade routes in the eastern Mediterranean. Using archaeological evidence, and analysing Dionysios' fragmentary letter collection, Concannon shows how various networks and collectives assembled together, and how various Christianities emerged and coexisted as a result of tenuous and shifting networks. Dionysios' story also overlaps with key early Christian debates, notably issues of celibacy, marriage, re-admission of sinners, Roman persecution, and the economic and political interdependence of churches, which are also explored in this study. Concannon's volume thus offers new insights into a fluid, emergent Christianity at a pivotal moment of its evolution.

Gas transit is network-dependent and it cannot be established without the existence of pipeline infrastructure in the territory of a transit state or the ability to access this infrastructure. Nevertheless, at an inter-regional level, there are no sufficient pipeline networks allowing gas to travel freely from a supplier to the most lucrative markets. The existing networks are often operated by either private or state-controlled vertically integrated monopolies who are often reluctant to release unused pipeline capacity to their potential competitors. These obstacles to gas transit can diminish the gains from trade for states endowed with natural gas resources, including developing landlocked countries, as well as undermine WTO Members' energy security and their attempts at sustainable development. This book explains how the WTO could play a more prominent role in the international regulation of gas transit and promote the development of an international gas market.
