The digital divide and the inequalities of the availability and deployment of Information and Communication Technologies (ICTs) between developed and developing countries have long been a source of concern. Global institutions such as the United Nations, the International Telecommunications Union (ITU) and the World Bank, as well as regional and national level agencies, have set up task forces to investigate how ICTs can be enacted most effectively in developing countries. How this shared vision should be put into practice is a complex undertaking, but it is already taking place. In this volume, we go beyond the theoretical, the polemical and the philosophical to consider practical issues as they are encountered by stakeholders in the developing country context. 15 author teams explore key issues organized into four sections: (1) Theoretical Background and Culture; (2) Telecentres; (3) Applications; and (4) Key Concepts with Country Specific Studies. The Placemakers of Hong Kong pays homage to what local development companies, charitable organizations, as well as the government have been able to achieve in contributing to the enhancement of Hong Kong’s evolving urban and rural landscape. Far from being solely profit-driven, developers and urban planners have been vital to the community by creating and designing urban spaces for the public, increasing walkability, and embracing sustainable design—a process called ‘placemaking’. The book also recognizes that just as important are the subsequent placekeeping activities necessary to keep each project site relevant and up-to-date. Grounded in a desire to bring back to life rare items from the University of Hong Kong’s Fung Ping Shan Library that are entwined within the world of music and to place them in a context of books and images in American, British, and other Asian collections, Chinese Music in Print views the library as a repository not of information but of artifact, and then uses these artifacts as a means for generating scholarly narrative. It begins by assessing seminal texts in the Confucian canon set against the delicacy of the concubine and amanuensis Shen Cai’s calligraphy and poetry. Confucianism was itself a crucial aspect of courtly life, and an exploration of its ritual is the book’s second theme. From early times, Daoist writers claimed to receive scriptures via revelation from heavenly beings. In numerous cases, these writings were composed over the course of many nights and by different mediums. New revelations were often hastily appended, and the resulting unevenness gave rise to the impression that Daoist texts often appear slapdash and contain contradictions. A Library of Clouds focuses on the rewriting of Daoist scriptures in the Upper Clarity (Shangqing) lineage in fourth- and fifth-century China.
