The spectacular colonial ventures have traditionally attracted more historical attention, although the Baltic trade in this period was more fundamental to the English economy: it supplied precisely those naval commodities, such as flax, hemp, timber, pitch and tar, which facilitated the creation of fleets for the colonial trades. Medieval English trade had been conditioned by a search for markets, and the predominantly agricultural economy of the Polish Commonwealth proved to be an ideal target for cloth exports. The purpose of this book is to re-examine those basic issues in the study of Midrash which to some extent have been marginalised by trends in scholarship and research. Irving Jacobs asks, for example, whether the early rabbinic exegetes had a concept of peshat, plain meaning, and, if so, what significance they attached to it in their exposition of the biblical text. He enquires if the selection of proemial and proof-texts was a random one, dependent purely upon the art or whim of the preacher, or rather if exegetical traditions linked certain pentateuchal themes with specific sections of the Prophets (and particularly the Hagiographa), which were acknowledged by preachers and audiences alike. Brazil is one of the world's best-known examples of inequitable growth. Since 1964 its military government has used a trickle-down development strategy that relies on the private market and high profits for owners of capital and at the same time relies on holding down wages of the unskilled and neutralizing the power of labour unions. Although this strategy did result in an impressive amount of economic growth, it has been harshly criticized for its unfairness. The general consensus is that most of the benefits of growth went to the rich, precious few to the poor. This study, first published in 1982 challenges the majority view. It shows that the poor benefited far more from growth than the income distribution statistics seem to imply. Despite appearances, the economy was a highly dynamic one for all groups. Job creation more than kept pace with the growth of the labour force, and most of the jobs created were good ones, rather than make-work employment in the informal sector.

In 1695, with the expiry of the licensing act, state censorship of the press ceased. The end of the licensing system coincided almost exactly with the passing of the triennial act, and from the outset there was a discernable connection between electoral activity and the rise of a virulent political press. This study seeks to explain why press regulations were not reimposed to curb the invective of the party writers; and concludes that the principal reason was the development of government propaganda and counter-propaganda agencies under the direction of Robert Harley. Contemporaries were bewildered by the development of a 'fourth estate'; and successive administrations, brought in through ten general elections between 1695 and 1715, were at a loss when it came to dealing with the problems raised by a free press. But during the course of Queen Anne's reign a government policy gradually emerged, and arrangements were made for the publication and dissemination of 'official' propaganda.

This book develops new theory about the link between debt and democracy and applies it to a classic historical comparison: Great Britain in the eighteenth century which had strong representative institutions and sound public finance vs. ancient regime France, which had neither. The book argues that whether representative institutions improve commitment depends on the opportunities for government creditors to form new coalitions with other social groups, more likely to occur when a society is divided across multiple political cleavages. It then presents historical evidence to show that improved access to finance in Great Britain after 1688 had as much to do with the development of the Whig Party as with constitutional changes. In France, it is suggested that the balance of partisan forces made it unlikely that an early adoption of 'English-style' institutions would have improved credibility.
