Cowan et al., who are currently or formerly associated with the Southwest Educational Developers Laboratory (SEDL), offer a companion to Getting Serious About the System: A Fieldbook for District and School Leaders that focuses on introducing the process to teachers. At SEDL, they tested a systemic approach to improve student achievement in reading and math in low-performing districts and schools and examined existing reform models that identified gaps between effective and low-performing schools, which tended to focus on one problem at a time. They worked with 49 schools in five southwest states to test a more multidimensional, multilevel, systemic approach that promotes a culture of continuous inquiry, networking, and collaboration and structures and leadership roles that support and sustain student and staff learning. They briefly explain the approach, its components and competencies, and its phases: understanding systemic improvement, analyzing the system, planning action, taking action and monitoring progress, and assessing and reflecting on outcomes.
