長笛與鋼琴《遣懷》創作於潘皇龍卅歲在瑞士蘇黎世音樂院深造期間，完成於1975年底。《遣懷》標題意為「排遣心中的愁悶或哀傷」。潘皇龍（2011）表示，這首創作緣於作曲者第一次離開家鄉台灣到遠方的瑞士求學，接觸到不同種族、文化背景的人，思鄉情懷油然而生，因此產生創作此曲的動機。1975年起，潘皇龍開始發展針對某些創作材料、概念或技巧反思或實驗的系列性作品，《遣懷》是潘皇龍利用空間記譜法（space notation，或稱時間記譜法 time notation）創作的《遣懷》系列作品第一首。潘皇龍（2011）說這是希望作品時間感有所彈性，所以使用空間記譜法；每次演出可能不盡相同，相對自由但演奏時仍須依譜上空間比例，讓演奏者有所依循。
