Yu-Che Chen is the Director of the Global Digital Governance Lab and Associate Professor of Digital Governance. Dr. Chen received his Master of Public Affairs and Ph.D. in Public Policy from Indiana University-Bloomington. His current research projects are on cross-boundary e-government, smart cities, big data, e-governance performance, and open government. He has published more than thirty journal articles, book chapters, and management reports on e-governance. His most recent co-edited book is entitled Electronic Governance and Cross-boundary Collaboration. His research can be found in scholarly journals such asPublic Administration Review, American Review of Public Administration,Public Performance and Management Review, and Government Information Quarterly. He is recognized nationally and internationally as a leading scholar in e-government. He is Associate Editor of theInternational Journal of Public Administration in the Digital Age (IJPADA) and Chair of the Section on Science and Technology in Government for the American Society for Public Administration (ASPA).

Michael J. Ahn is an assistant professor in the Department of Public Policy and Public Affairs at the University of Massachusetts Boston. Dr. Ahn has examined i) how e-government can be strategically used to enhance the political control over government bureaucracy and provide a leverage for the executive bureaucracy against the legislature, ii) how our changing information environment characterized by information overload and proliferation of image-communication (such as YouTube) affects public policy communication, and iii) how political outsiders tend to pursue Web 2.0 applications more actively than those who are insiders. Currently, Ahn is conducting research in various technological innovations in government including Open Government, Civic Technology, and 311-type call centers in search of the next generation public administration paradigm appropriate for the 21^st century environment. His articles have appeared in journals such asPublic Administration Review, American Review of Public Administration, andGovernment Information Quarterly and been published internationally in the U.S., Korea, and Japan. Moreover, Dr. Ahn is serving as the president of American Society for Public Administration-Massachusetts chapter, District I council representative for national ASPA council, the president of the Northeast Conference on Public Administration (NECOPA)-a regional ASPA conference and a contributor to the Brookings Institution’s TechTank.
